What Is It?

Polypropylene Glycol (PPG)-9 Diethylmonium Chloride, PPG-25 Diethylmonium Chloride and PPG-40 Diethylmonium Chloride are quaternary ammonium salts. The average number of propylene glycol units is indicated by the number in the name. In cosmetics and personal care products, PPG-9, -25 and -40 Diethylmonium Chloride are used in the formulation of hair sprays, shampoos, and other hair products, as well as bath products and personal cleanliness products.

Why Is It Used?

PPG-9, -25 and -40 Diethylmonium Chloride prevent or inhibit the buildup of static electricity. PPG-9 Diethylmonium Chloride also enhances the appearance and feel of hair by increasing hair body, suppleness, or sheen, or by improving the texture of hair that has been damaged physically or by chemical treatment.

The CIR Expert Panel evaluated the scientific data and concluded that the available data were insufficient to assess the safety of PPG-9, -25 and -40 Diethylmonium Chloride as used in cosmetics and personal care products.

CIR Safety Review: No data specifically on PPG-9, -25, and -40 Diethylmonium Chloride were identified. Therefore, the CIR Expert Panel concluded that the data were insufficient to assess the safety of these ingredients as used in cosmetics and personal care products. The information requested by the CIR Expert Panel included concentration of use, impurities (especially information about nitrosamine levels) dermal penetration data, genotoxicity data and dermal irritation and sensitization data.
